Here is the article I'm referencing. From what I know it's a legitimate armed services publication. If not let me know. This has still got to pass the senate, and I can't say how that will go, but this is a start.

Stars and Stripes is legit, I think they are supported by subscription and tax $$$, Part gov yet independent.  The service dog program is, I think the program I am enrolled in. I couldn't read/understand it very well right now. I'm in a program with a non-profit kennel that trains service dogs for vets for free via a grant from the VA. I went to 5 weeks (once a week) of classroom training, and now I go to training classes (not as often as I should). I already knew almost everything they taught in class, and my dog is already trained well, so not learning much in the continuation training, but meh. We will get recognized as a "Trained Service dog/handler Team" when we finish (not a requirement, but it is helpful to deal with the idiots. There is no "Official" training or "Certification" for Service Dogs recognized or required by law). The VA does not require dogs to be ADI (Assistance Dogs International (trained)) recognized, to be on the grounds/in the buildings. but ADI recognized training does provide some benefits like free veterinarian costs. Each facility is managed by its own manager and I've heard that some facilities do not let non-ADI trained dogs in them. I hope this all makes sense, I'm getting lost.

Barbarian thank you for the information. Sounds great what you are doing. I can't wait until you get finished.

Yeah... these days, life has been put on hold along with our countries holding their collective breaths.  Here's hoping we find a better normal soon.
