This is the response from the  "Parking Mobility" app people, so far this week I'm 0 for 2 on email

Yes, its cool. But it isn't practical. It only works in low light, enclosed garages and it is prohibitively expensive.

Yeah that is the sad truth. It isn't cost effective to help the disabled....

Wow... that was the excuse... it costs too much??  Try having to park a block away and have to walk the distance both ways just because some idiot thinks that his stupidity is a handicap... now THAT'S expensive!!!  It takes days to recover from some of those jaunts at a minimum!!!

Just had an amazing discussion about this very subject with a paraplegic who has tried very hard to make allies out of douchebags....limited success most wanted to have a fist fight with a guy in a wheelchair for calling them out on what they were doing

I keep coming up against douchebags as well... most folks who are parked in a handicapped spot KNOW they're doing wrong and don't really care as long as nobody gets in their faces... then they just get defensive to the point of stupidity.  Can't tell you how many times my wife has had to sic me off idiots as our conversations just aren't having the desired effect.  Even just the act of taking pictures of them and their vehicles in a handicapped parking spot gets some of them mad enough to smash your camera.  Trust me on this one!!
